It's important to stay informed of the community's current Rules and Regulations. The recorded Rules and Regulations in the Glenwood Springs Declaration of Covenants, Conditions, and Regulations recorded in 2005, along with the Amendments and Supplementary Rules, comprises the current version of the Declaration.
Please read/download all Amendments and Supplementary Rules and Regulations. Failure to understand the rules will not prevent a violation and/or fine being imposed. Also, please report violations to the property management company. This can be done though email or via a confidential incident report.

NEW POND RULES
We have a beautiful pond adjacent to the park, which took great time and investment to be completed. The retention pond was enhanced to add value to our community but it is not designated as part of the resident's common use area, and should not be used as such. It is actually part of our storm water discharge retention system and residents should keep a safe distance, especially with children and pets because the water is not deemed potable.
As it is part of the St. John's River Water Management District, introduction of animal species and refuse is restricted by law.
With such a valuable water feature now in our community, we need to use good judgement to prevent any injuries, and help to keep the pond in the best condition possible. There are several signs posted around the pond regarding the rules. Our security service will keep watch and address any of the rules noted below, but if you see any violations of the rules or the law, contact property management.

With that consideration, please be reminded to not throw things at the birds around the pond, chase them, or allow dogs to chase them. Please let the turtles and frogs live peacefully. We appreciate all who can become stewards of the community wildlife. We are lucky to have the opportunity.

RESIDENT'S COMMUNITY EVENTS
Please inform a HOA Board member of all upcoming events in the pool/park areas so the security officers are aware.
Homeowners/residents planning group activities of 10 or more persons at the community pool or park, or a yard sale within the community, must receive approval from a HOA Board member at least 24 hours prior to the event. A homeowner in good standing must be present for such events, and will be responsible for ensuring that all trash is removed immediately following the event. No trash from such group activities may be left in common area trash receptacles. Any expense incurred by the HOA for trash removal or repairs due to misuse of the common areas or facilities during group events will be billed to the responsible homeowner. No barbecue type of equipment or any equipment requiring the production of fire to operate is allowed in the pool or park areas. Food is welcome; however no food can be cooked on site. All posted HOA pool and park rules shall also apply during private events. Remember that the pool/park areas are still open to the entire “Glenwood Springs Community” during these events.
PARK RULES
1) The HOA assumes no liability for the use of playground equipment. Use at your own risk.
2) Guest must be accompanied by a resident. Residents are responsible for the behavior of their guests and must remain with them while at the park or pool. Homeowners holding events must remove all event garbage when leaving.
3) Children under 10 years of age must be accompanied by an adult.
4) No glass containers.
5) No alcoholic beverages.
6) No smoking.
7) Food is allowed, however, there is no cooking or food preparation.
8) Park area must be kept clean. Homeowners and residents are responsible for any damage they or their guests may cause to the park or HOA facilities.
9) Motor vehicles are prohibited in the park and all nature areas, except for contractors employed by the HOA to maintain common areas. Property owners shall not use, nor authorize others to use, the park or nature areas to access their property by motor vehicle.
10) Anyone who vandalizes or trespasses on the premises will be prosecuted “zero tolerance”.
POOL RULES
1) Pool is for the use of residents and authorized guests only.
2) Guests must be accompanied by a resident. Residents are responsible for the behavior of their guests and must remain
with them while at the park or pool. If guests are attending the pool/park and resident leaves, their guests will be asked to leave. Homeowners/residents holding events must remove all event garbage when leaving.
3) Persons under 18 must be accompanied by an adult.
4) Pool use requires proper bathing attire.
5) No glass containers.
6) No alcoholic beverages.
7) No smoking.
8) Food is allowed, however, there is no cooking or food preparation.
9) No pets allowed in pool area.
10) Homeowners/residents are responsible for any damage they or their guests may cause to the pool or pool facilities.
11) Anyone who vandalizes property or trespasses will be prosecuted.
12) Homeowners who are in arrears with their HOA dues, and their tenants or guests, are not permitted to use the pool and will not be given a pool key.
ANIMALS / PETS
All household pets shall be kept on a leash that is continually under the control of the owner, or responsible person, when not confined on the owner’s property. Pet owners are responsible for immediately removing pet waste from all common areas and around the pond, streets and private property in the community, other than the backyard of the pet owner’s lot. Pet owners found in violation of these rules will be fined by the HOA for each violation. The HOA will monitor written complains of pet rule violations from residents and notify the owner. If complaints continue, the HOA may issue fines, contact city animal control, or take legal action as appropriate. Under Volusia County Statutes, Special Operations Division, there is a section
14-31 which covers animal control violations. It states that any animal off the premises of the owner and not under command of the owner is considered to be a nuisance animal and subject to a $50.00 fine per animal, per violation.
NOISE ORDINANCE
A Noise Ordinance has been established and added to our Supplemental Rules and Regulations. A Noise Ordinance presently exists with the City of DeLand “Noise Ordinance Chapter 20” and in the Florida Constitution "Article II, Section 7". This noise ordinance/regulation recognizes the rights of Glenwood Springs residents be protected, at all times (24/7), from excessive noise pollution. Specifically, it protects the rights of residents from the invasion of amplified music/noise when it invariably crosses from one property line to another, and interferes with the right to peaceful enjoyment/"quiet enjoyment", which is recognized by law. This ordinance preserves each resident's reasonable expectation of peacefulness, as it contributes to quality of life. The ordinance and regulation stipulate that acceptable decibel levels decrease dramatically between the hours of 10 pm to 8 am.
BOATS AND PERSONAL WATERCRAFT
Boats and personal watercraft shall not be stored in any HOA common area. Boats and personal watercraft may be stored on private property as long as they are kept garaged when not in use or are screened from view by a 6-foot privacy fence that meets Association standards. Trailer-ed boats may be kept temporarily on the street or in the resident’s driveway solely for the purpose of loading and unloading of personal effects. Loading and unloading shall not exceed two (2) hours.
RENTAL RESTRICTIONS
The renting of houses for less than twelve (12) months is prohibited. Landlord’s (Homeowner’s) Responsibilities Glenwood Springs’ policy requires owners to provide a copy of the lease agreement with the proposed tenant to the Management
Company before tenant has moved into the home. Owners not providing a copy of the lease agreement are in violation of our Declaration. Landlord must make the Board of Directors aware of the name and address of tenant. Landlord must
provide tenants with copies of current HOA Declaration and most current updated Rules and Regulations at signing of lease. Landlords are responsible for any HOA violations incurred by tenants. The Management Company will notify both the
tenant and landlord of any violations. In the event a tenant is in violation of our most current updated Rules and Regulations or Declaration and has not addressed violation within 20 days of notification, the landlord is hereby notified that the HOA
will impose a fine to the Landlord of $100 for each day the violation continues.
An owner may only rent to one family. A family is defined as follows: A natural family of one or more persons who are all related to each other by law or blood. A maximum of two unrelated persons, together with their natural family who are
related to each other by law, blood, marriage or adoption. Multiple non-family rentals are not permitted. For full rule, refer to pdf downloads above.
